The Local Government Finance Settlement - 2021/22

Assuming that the provisional finance settlement is released on Thursday 17 December as predicted, Adrian and Dan will provide a next day briefing and analysis of the settlement.

​​The hour will consist of a short presentation from Adrian and Dan and then a question-and-answer session.  You can either submit your questions in advance, or ask them in the “chat” section.

Adrian Jenkins - Pixel Financial Management

The settlement will provide answers to some important outstanding questions that authorities need for budget-setting in 2021-22.  Maximum Band D increases are largely confirmed (5% for social care authorities) but district councils are still waiting for confirmation that they can increase by the higher of £5 or 2%. There are various grants that will be allocated, including the £300m social care grant and the new LCTS grant (£670m).  A controversial aspect of the settlement is going to be how the Government treats the NHB returned surplus, and whether £150m will be used to part-fund the social care grant.  More broadly, we will be analysing how the 4.5% increase in Core Spending Power has been calculated.



​Dan Bates - LG Improve

Dan will focus on a comparative analysis of the settlement looking at each of the component parts of Spending Power, picking out trends as well as determining how different types of authority and different regions have fared. He will also consider whether this settlement makes positive steps in respect of the 'levelling up' agenda.
